This piece of legislation exempts honorably discharged veterans of the armed forces of the United States from paying fees and costs required to obtain a license to carry concealed deadly weapons. We are unable to provide a credible fiscal note for this piece of legislation because the number of veterans who have permits or the number who would want them is unknown. Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. According to the US Census Bureau there is a 159,448 Veteran population in West Virginia. If all applied for a Concealed Weapon Permit at $25 per application, there would be a $3,986,200 revenue loss for the State of West Virginia. A more realistic estimate might be 10% of the veteran population which would equate to approximately $398,620 in lost General Revenue over a five-year period.
