Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create an advisory council to educate the public and the medical community in the recognition, diagnosis, treatment, and research of rare diseases. This bill would establish an advisory council on rare diseases, create its composition, set terms for members, define duties and powers of the council, and assign administrative support responsibility of the council to the Department. The establishment and ongoing responsibilities of the council would require members to meet regularly and work in conjunction with the Department and other West Virginia governmental agencies, including the state's medical schools, in the development of information and programs of benefit to the public and the health care community relating to the diagnosis, treatment, and awareness of rare diseases. Due to proposed changes to bill language to remove requirements for expenses of council unless funded by grant funds or private donations, and removing the requirement that DHHR must provide administrative support), the Department anticipates no fiscal impact.

Memorandum


West Virginia Code 16-22 requires the Bureau for Public Health to provide screening for multiple rare diseases at birth (newborn screening). A statewide advisory council is currently in place. While focused on infants, the existing council has genetics and other medical specialists on the Council.
