Required website content and information standards for executive branch agencies, county commissions, and municipalities will result in expenses to the previously mentioned entities, due to changes required to wv.gov, county websites, and municipality websites; as well as, the creation of municipality websites where none exist. There is not enough information to determine the total fiscal impact of this bill for county commissions and municipalities.

Explanation of above estimates (including long-range effect):


The requirement of website content and information standards for executive branch agencies, county commissions, and municipalities will result in enhancements to multiple facets of the wv.gov website as well as the potential creation of municipality websites (quantity unknown). The expense associated with modifying the executive branch websites would be nominal. The cost for the Office of Technology to develop the applications needed to accomplish this for the executive branch would take about 200 hours at a cost of $105 per hour. One hour monthly of on-going maintenance is estimated at an average rate of $75 per hour.



Memorandum


There is limited data concerning the number of and the status of county commission and municipality websites, therefore, the fiscal calculation is only applicable to executive branch agencies based on OT’s cost to accomplish this.
