Explanation of above estimates (including long-range effect):


The total estimated cost to the State under the Public School Support Plan(PSSP) for the proposed legislation is $802,932. The proposed legislation provides a three-step salary increase to speech pathologists. The total estimated cost under PSSP by step is as follows: Step 1 - Allowance for Professional Educators $ 674,959 Step 3 - Allowance for Fixed Charges $ 56,832 Step 6b - Allowance for Professional Substitutes $ 16,874 Retirement $ 54,267 Total $ 802,932 The cost estimate assumes that 382.63 speech pathologists are paid using state aid funding and are eligible to receive the three-step salary increase valued at $1,764 per person based on the state minimum salary tables. The total estimated cost to county boards of education for the three-step increase for the 24.61 speech pathologists paid from sources other than state aid funding is $50,557. This estimate includes the increased salary, fringe benefits, and retirement for those employees at $1,764 per person. This estimate does not include any increased costs due to county salary supplements. The total estimated cost (State plus county boards of education) for the proposed legislation is $853,489.
