Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to update and increase the replacement costs for various wildlife species when taken illegally and to require license revocation for certain offenses.
This bill increases the replacement cost of certain species of wildlife when they are taken illegally by an overall factor of approximately 2.1 (total penalty amounts in the bill). If illegal taking of wildlife remains consistent, the increase in replacement cost will result in an additional $41,300 of revenue generated for the agency.
If the increased replacement costs deter illegal taking of wildlife, the revenue estimates would decline proportionally.

Explanation of above estimates (including long-range effect):
Over the past 5-years replacement costs have generated an average of $37,833 per fiscal year. The provisions in this bill increase the total current penalties by a factor of 2.1. If poaching activity remains consistent, we forecast an increase in revenue of $41,300. Under this scenario replacement costs would generate a total of $79,133.54 per year.
However, we might also expect a decline in illegal taking of wildlife as increased replacement costs act as a deterrent. The decrease in illegal take incidents and the increase in replacement cost may even out, resulting in no net increase or decrease to revenue.
