SB472 would provide more opportunities for the Division of Highways (DOH) to utilize its existing agreement with the Department of Corrections for inmate labor for highway maintenance tasks.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Since the cost of the inmate labor currently comes from our Annual Plan budgets, this bill will not change the revenue available.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The DOH already uses inmate labor and pays for it out of our maintenance funds. The bill will not change available funding, it will provide another source of labor. However, this will not change our costs since we already expend all available maintenance funds.
