Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Since the cost of the inmate labor currently comes from our Annual Plan budgets, this bill will not change the revenue available.
Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
The DOH already uses inmate labor and pays for it out of our maintenance funds. The bill will not change available funding, it will provide another source of labor. However, this will not change our costs since we already expend all available maintenance funds.
