Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. House Bill 4613 creates a new program (fund already exists with same sources of revenue; change in law will allow Division of Highways (DOH) to expend the Fund dollars, which we cannot do now since we have no ability to discern from which watersheds the proportionate amounts of Fund revenue are generated).

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Over the past three fiscal years, average revenue into Fund is about $22,000 and that average would be expected to remain fairly constant for FY2020 and FY2021. If law is changed as proposed, DOH will be able to expend the dollars from the Fund and expectation would be that all revenues generated would be obligated for expenditure each fiscal year, and that the current Fund balance available to the DOH (about $1.4 million) would be expended by the DOH.
