Senators Boso, Karnes Sponsor Resolution to Repurpose Sugar Grove Naval Facility

CHARLESTON – Eleventh District Senators Greg Boso, R-Nicholas, and Robert Karnes, R-Upshur, introduced a resolution Wednesday to request that the U.S. General Services Administration support a plan that would put a former military base to good use by helping foster children in West Virginia.

Senate Concurrent Resolution 46 asks the GSA to support a plan presented by KVC Health Systems, Inc., that would reuse the Navy Information Operations Command facility in Sugar Grove, West Virginia, creating an education enrichment facility that will benefit foster children.

“Sugar Grove is a uniquely suited facility that can be used by KVC to educate foster children,” Senator Boso said. “General Services Administration transferring to KVC this Navy Information Operation Command facility is a wonderful opportunity to repurpose this military installation that will result in a substantial private investment in Pendleton County. It will further provide a number of good paying jobs for Pendleton County residents.”

Senator Karnes agreed this proposal is a win for both children in need and for Pendleton County.

“It would have been devastating to this area if the General Services Administration had left Sugar Grove empty and unused,” Senator Karnes said “I think we should take every opportunity to encourage smart investment into counties where it’s needed. Turning this facility in a place where foster children can be safe and get a good education will bring a tremendous benefit to the area.”

The Sugar Grove facility closed September 30, 2015, after more than 65 years as a naval research laboratory. KVC Health Systems is a 501(c)(3) which focuses on foster care, adoption services, and mental/behavioral health support. The KVC plan enjoys support from multiple organizations in Pendleton County, the state Department of Health and Human Resources, and Governor Earl Ray Tomblin.
