A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18A-4-1b, relating to increasing pay to school service personnel over five years.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §18A-4-1b, to read as follows:

ARTICLE 4.  SALARIES, WAGES AND OTHER BENEFITS.


§18A-4-1b.  Graduated salary increase for service personnel beginning in 2016.

The Legislature finds that it is in the best interest of the state to pay employees a competitive salary.  Therefore, the following adjustments to the state minimum salaries for service employees shall be made:

(1) Beginning July 1, 2016, the minimum monthly pay for each service employee shall be in accordance with section eight-a of this article, plus an additional $50.

(2) Beginning July 1, 2017, the minimum monthly pay for each service employee shall be in accordance with section eight-a of this article, plus an additional $100.

(3) Beginning July 1, 2018, the minimum monthly pay for each service employee shall be in accordance with section eight-a of this article, plus an additional $150.

(4) Beginning July 1, 2019, the minimum monthly pay for each service employee shall be in accordance with section eight-a of this article, plus an additional $200.

(5) Beginning July 1, 2020, and continuing thereafter, the minimum monthly pay for each service employee shall be in accordance with section eight-a of this article, plus an additional $250.

NOTE:  The purpose of this bill is to increase pay to school service personnel on a graduated basis over the next five years, so that the total pay increase after five years is $250 monthly, which works out to $3,000 in annual salary.
