A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §6-9-13, relating to requiring the Auditor to train members of local instrumentalities of counties and municipalities in appropriate rules of order and the West Virginia Ethics Act; allowing additional training; and requiring participation by the members.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §6-9-13, to read as follows:

ARTICLE 9. SUPERVISION OF LOCAL GOVERNMENT OFFICES.


§6-9-13. Training for local board members.

The Auditor shall provide training to members of each authority, board, commission, district, office, public authority, public corporation, or other instrumentality of a county or municipality or any combination of two or more local governments, by July 1, 2017, and within thirty days for new appointees.  The training shall include training in appropriate rules of order and the West Virginia Ethics Act. The training may include other areas the Auditor determines may benefit the members in performing their responsibilities as members of a local government. All members are required to participate in the training.

 

 

NOTE: The purpose of this bill is to require the Auditor to train members of local instrumentalities of counties and municipalities in appropriate rules of order and the West Virginia Ethics Act. It allows additional training and requires participation by the members.
