A BILL to amend article one, chapter eighteen-b of the code of
West Virginia, one thousand nine hundred thirty-one, as
amended, by adding thereto a new section, designated section
twelve, relating to the higher education; and free tuition
at state colleges and universities for senior citizens.
Be it enacted by the Legislature of West Virginia:
That article one, chapter eighteen-b of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twelve, to read as follows:
ARTICLE 1. HIGHER EDUCATION.
§18B-1-12. Free tuition for senior citizens.
Upon the request of any senior citizen of the state who has
been a resident for two years or longer, he or she may attend a
class, tuition free, at any college or university under the
jurisdiction of a governing board for an offered course if eighty
percent of the classroom quota for that course has not beenfilled between the first day of class and one week prior thereto.
No more than four senior citizens may receive free tuition in any
one class, and in no event may the number exceed that number
which together with enrollment as of one week prior to the first
day of class is equal to eighty percent of the quota. For the
purposes of this section, a senior citizen is any person aged
sixty-two years of age or older.
NOTE: The purpose of this bill is to provide free college
tuition for senior citizens when classroom space is available.
Senior citizens will still be required to pay applicable
registration and other fees.
