A BILL expiring funds to the Department of Veterans’ Assistance – Veterans Facilities Support Fund, fund 6703, fiscal year 2018, organization 0613, in the amount of $7,000,000 from the Department of Revenue, Insurance Commissioner – Insurance Commission Fund, fund 7152, fiscal year 2018, organization 0704, and making a supplementary appropriation out of the Treasury from the balance of moneys remaining unappropriated for the fiscal year ending June 30, 2018, to the Department of Veterans’ Assistance – Veterans Facilities Support Fund, fund 6703, fiscal year 2018, organization 0613, by supplementing and amending the appropriations for the fiscal year ending June 30, 2018.

WHEREAS, The Legislature finds that the account balance in the Department of Revenue, Insurance Commissioner – Insurance Commission Fund, fund 7152, fiscal year 2018, organization 0704 exceed that which are necessary for the purposes for which the accounts were established; therefore

Be it enacted by the Legislature of West Virginia:

That the balance of funds available for expenditure in the fiscal year ending June 30, 2018, to the Insurance Commissioner – Insurance Commission Fund, fund 7152, fiscal year 2018, organization 0704 be decreased by expiring the amount of $7,000,000 to the Department of Veterans’ Assistance – Veterans Facilities Support Fund, fund 6703, fiscal year 2018, organization 0613, to be available for expenditure during the fiscal year ending June 30, 2018.

And, That the total appropriation for the fiscal year ending June 30, 2018, to fund 6703, fiscal year 2018, organization 0613, be supplemented and amended by adding a new item of appropriation as follows:

The above appropriation for Unclassified (fund 6703, org 0613) shall be used for the construction of a new veterans nursing home to be located in Beckley, West Virginia.

NOTE: The purpose of supplemental appropriation bill is to expire funds to the Department of Veterans’ Assistance – Veterans Facilities Support Fund for the fiscal year 2018.
