A BILL to amend article nine, chapter sixty-four of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section nineteen; and to amend article ten of said chapter by adding thereto a new section, designated section five, all relating to authorizing rules; auditor; development office; state auditor computer and technology donation program; and workforce development initiative.

Be it enacted by the Legislature of West Virginia:
That article nine, chapter sixty-four of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section nineteen; and that article ten of said chapter be amended by adding thereto a new section, designated section five, all to read as follows:
ARTICLE 9. AUTHORIZATION FOR MISCELLANEOUS AGENCIES AND BOARDS TO PROMULGATE LEGISLATIVE RULES.

§64-9-19. Auditor.

The legislative rules filed in the state register on the sixth day of August, one thousand nine hundred ninety-nine, modified by the board of directors to meet the objections of the legislative oversight commission on education accountability and refiled in the state register on the eighth day of February, two thousand, relating to the auditor (State Auditor's Computer and Technology Donation
Program), are authorized.
ARTICLE 10. AUTHORIZATION FOR BUREAU OF COMMERCE TO PROMULGATE LEGISLATIVE RULES.

§64-10-5. Development office.

The legislative rules filed in the state register on the thirteenth day of October, one thousand nine hundred ninety-nine, relating to the development office (Workforce Development Initiative Program), are authorized.
