Delegate Foggin moved to amend the committee substitute for House Bill 2752 on page 1, section 44, line 1, after the word “person” by inserting the words “under 21 years of age”.

And,

On page 1, section 44, line 4, immediately after the word “by” by inserting the words “a person under 21 years of age who is”.
