Delegate Phillips moved to amend the committee substitute for HB 4198 by striking out the title and substituting therefor a new title, to read as follows:

Committee Substitute for H. B. 4198 -- A Bill to amend and reenact §21-1B-2, §21-1B-3, §21-1B-5, and §21-1B-7 of the Code of West Virginia, 1931, as amended; and to repeal §21-1B-6, relating to the E-Verify employment verification system; providing a definition; requiring employers to register and create an E-Verify account; requiring employers to verify a new employee’s authorization to work; creating exceptions; revising a certain penalty; removing certain criminal penalties; revising business-license sanctions; removing prohibition on claiming certain business-expense deductions; providing an affirmative defense for an employer that uses the E-Verify employment verification system.
