Delegates Howell, G. and Heckert moved to amend the committee substitute on page 1, section 20-2-56b, line 6, after the word “noted” by striking the period, inserting a colon, and inserting the following text:

“Provided, That no Class UB resident upland game bird hunting stamp shall be required to be purchased by any resident hunter who has purchased a lifetime hunting license prior to the effective date of this legislation.
