Delegate Young moves to amend HR1on page 3, line 5, following the period at the end of Rule 83, by inserting Rule 84 and amending it as follows:

Internet Broadcast Proceedings

84. Legislative proceedings in the House Chamber shall be broadcast live via the Internet on each legislative day of a session. Audio and video of the legislative proceedings occurring in House committee rooms shall be broadcast live via the Internet on each legislative day of a session. This audio and video shall be archived on the Legislature's website for the duration of the legislative session. The provisions of this rule shall apply only to legislative proceedings which occur in the State Capitol. The audio and video records created pursuant to this rule are not an official record of a legislative proceeding. The failure to broadcast or record a legislative proceeding does not prohibit legislative action or otherwise impair the business of the House
