A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §8-27-4a, relating to the federal Urban Mass Transportation Act of 1964; and ensuring the definition of “deduction” is changed to preserve federal funding.
ARTICLE 27. INTERGOVERNMENTAL RELATIONS — URBAN MASS TRANSPORTATION SYSTEMS.
§8-27-4a. Federal grants and wage deductions.
The federal Urban Mass Transportation Act of 1964 was enacted to develop and revitalize the country’s public transportation systems. This Act, in part, allows state and local transportation authorities to obtain federal grants. Urban mass transportation authorities created pursuant to this section receive federal grants administered by the Federal Transit Administration. Receipt of these federal grants requires certification from the United States Department of Labor. Therefore, to preserve this source of federal funds for urban mass transportation authorities, the term “deductions,” as used under Chapter 21, Article 5, shall include amounts for union, labor organization, or club dues or fees.
NOTE: The purpose of this bill is to ensure that for federal funding purposes, deductions is further defined in the code.
