A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §17-2A-8d, relating to requiring the Commissioner of Highways to maintain school bus turnarounds in the state and requiring the county board of education to obtain authorization of private land owners for school bus turnarounds.

Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §17-2A-8d, to read as follows:
ARTICLE 2A. WEST VIRGINIA COMMISSIONER OF HIGHWAYS.
§17-2A-8d. Authority to maintain school bus turnaround areas.
In addition to the other powers given and assigned to the Commissioner of Highways in this chapter the Commissioner of Highways shall perform all duties required to maintain school bus turnaround areas in any of the counties in this state, including, but not limited to, authorizing the use of State Road Commission snow plows or other snow removal vehicles to provide snow removal service at school bus turnarounds and any other measures necessary for the turnarounds to be safely and efficiently used for their intended purpose. Where the turnaround is located on private lands, it is the responsibility of the county board to obtain the property owner's agreement and authorization to perform the duties required under this section on those lands.
