H. C. R. 16--"Requesting the Joint Committee on Government
and Finance to undertake a study of the feasibility of allowing
state agencies which reduce the cost of government to use fifty
percent of any unexpired appropriations to reward employee
performance and to undertake special projects which benefit the
State."
Whereas, The efficiency of state government and the
productivity of state employees would be greatly enhanced if
effective state agencies were given resources and the authority
to undertake innovative and cost effective programs; and
Whereas, Those public employees working in agencies of state
government which have realized cost savings and improved
efficiency should be rewarded and recognized for their
contributions; and
Whereas, The demands on state government and on the
resources of the state require that economies of scale and
economies resulting from greater governmental productivity be
encouraged and promoted; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study ways to increase
governmental efficiency and encourage savings, including the
feasibility of allowing state agencies which reduce the cost of
government to use fifty percent of any savings and efficiencies
resulting in unexpended appropriations to reward employee
performance and to undertake special projects which benefit the
State; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, one
thousand nine hundred ninety-four, on its findings, conclusions
and recommendations, together with drafts of any legislation
necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
