HOUSE CONCURRENT RESOLUTION NO. 4

Requesting the Joint Committee on Government and Finance to make a study of the feasibility of implementing mandatory trash service and bulky goods collection for all West Virginians.

Whereas, West Virginia is a State of great scenic mountain beauty, with a growing tourism industry which is dependent on that scenic beauty; and
Whereas, This great scenic beauty is too often marred by open dumping and roadside litter, particularly in our State's rural areas; and
Whereas, A statewide program mandating universal trash service and bulky goods collection for all West Virginians would greatly reduce this problem of open dumping and roadside litter; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study, and make recommendations regarding the feasibility of implementing mandatory trash service and bulky goods collection for all West Virginians; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1999;, on its findings, conclusions and recommendations together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
