A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §15-2D-8, relating to
providing a base salary and retention salary increases for
Division of Protective Services law-enforcement officers based
on years of service. The provisions of this section excludes
the Director and Deputy Director of the Division of Protective
Services.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §15-2D-8, to read as
follows:
ARTICLE 2D. DIVISION OF PROTECTIVE SERVICES.
§15-2D-8. Base pay and retention incentive salary increases for
law-enforcement officers of the Division of
Protective Services.
(a) Effective the first day of July, two thousand seven,
law-enforcement officers hired by the Division of Protective
Services, excluding the Director and Deputy Director, shall receive
a salary of twenty-seven thousand dollars per year. After a
six-month probationary period, such new law-enforcement officer
shall receive a one thousand dollar salary increase.
(b) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her third anniversary
with the division.
(c) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her fifth anniversary
with the division.
(d) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her seventh anniversary
with the division.
(e) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary increase of one thousand dollars on his or her tenth anniversary
with the division.
(f) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her thirteenth
anniversary with the division.
(g) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her fifteenth
anniversary with the division.
(h) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her seventeenth
anniversary with the division.
(i) Effective the first day of July, two thousand seven,
law-enforcement officers of the Division of Protective Services,
excluding the Director and Deputy Director, shall receive a salary
increase of one thousand dollars on his or her twentieth
anniversary with the division.
(j) This section shall not be construed to prohibit other pay
increases based on merit, seniority, promotion or other reason, if funds are available for the other pay increases:
Provided, That
the executive head of each spending unit shall first grant the
mandated increase in compensation in this section to all eligible
law-enforcement officers prior to the consideration of any
increases based on merit, seniority, promotion or other reason.
NOTE: The purpose of this bill is to provide a base starting
pay and retention salary increases for Division of Protective
Services law-enforcement officers, excluding the Director and
Deputy Director.
