A BILL to amend and reenact §5A-4-1 of the Code of West Virginia,
1931, as amended, relating to clarifying provisions relating
to the appointment, qualifications, powers and duties of the
Director of the General Services Division.
Be it enacted by the Legislature of West Virginia:
That §5A-4-1 of the Code of West Virginia, 1931, as amended,
be amended and reenacted to read as follows:
ARTICLE 4. GENERAL SERVICES DIVISION.
§5A-4-1. General services division; director; qualifications,
powers and duties.
(a) There is hereby created a new General Services Division of
the Department of Administration for the purpose of having
the
care, custody and control of the capitol buildings full care,
custody and control of all state owned buildings, with the
exception of the state owned hospitals, state police facilities and
the West Virginia Science and Cultural Center. The division shall be under the supervision of a director.
(b) The director is appointed by the Governor, by and with the
advice and consent of the Senate.
(c) Candidates for the position of director shall:
(1) Have a degree and certification in the fields of
engineering, architecture, logistics;
(2) Hold a masters of business administration or a masters of
management from an accredited four-year college or university;
(3) Have a minimum of ten years experience in facilities
management in a facility of a large multi-facility and multi-client
complex; or
(4) Any relevant experience of a minimum of ten years which
demonstrates an ability to effectively accomplish the purposes of
this article.
NOTE: The purpose of this bill is to codify the
qualifications, powers and duties of the Director of the General
Services Division of the Department of Administration and to
clarify that general services has the full care, custody and
control of all state owned buildings
