A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18-2-16b, relating
to requiring surveillance cameras in the common areas of all
K-12 schools.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18-2-16b, to read as
follows:
ARTICLE 2. STATE BOARD OF EDUCATION.
§18-2-16b. Video or digital surveillance to be installed in common
areas of schools.
On or before the first day of November two thousand nine,
every school shall be equipped with video or digital surveillance
cameras which shall monitor all common areas of schools, including
hallways, playgrounds, dining halls, and areas where buses pick up and drop off students. The state board shall propose rules for
legislative approval in accordance with the provisions of article
three-b, chapter twenty-nine-a of this code designed to achieve
full implementation of and compliance with, the requirements of
this section and to, additionally, specify the quality and
resolution of video or digital cameras to be used as well as the
retention periods of video tape or digital images resulting from
the use of surveillance cameras.
NOTE: The purpose of this bill is to
require surveillance
cameras in the common areas of all K-12 schools.
