A BILL to amend the code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §16-9-4, relating to
making it a crime to permit a child to ride a horse at a
public for-profit riding facility without wearing a riding
helmet.
Be it enacted by the Legislature of West Virginia:
That the code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §16-9-4, to read as
follows:
ARTICLE 9. OFFENSES GENERALLY.
§16-9-4. Permitting a minor to ride a horse without a helmet at a
public for-profit riding facility; penalties.
No person under the age of eighteen years may ride a horse at
a public for-profit riding facility without wearing a riding helmet
and any person aiding or permitting a child to do so will be guilty of a misdemeanor and, upon conviction thereof, shall be fined five
hundred dollars for each offense.
NOTE: The purpose of this bill is to end the dangerous
practice of permitting a child to ride a horse at a public
for-profit riding facility without wearing a riding helmet.
