HOUSE CONCURRENT RESOLUTION NO. 65

Requesting that the Joint Committee on Government and Finance
authorize the study of the financial condition and regulation
of self-insurance pools created and operated by and on behalf
of West Virginia political subdivisions.
WHEREAS, West Virginia political subdivisions own and operate
properties of varied types and descriptions representing the
investment of vast sums of public money; and
WHEREAS, Local government officials, agents and employees
engage in many activities and services and incur and undertake
numerous responsibilities and obligations; and
WHEREAS, Access to appropriate insurance coverage and risk
management programs is critical for West Virginia political
subdivisions; and
WHEREAS, Sound public policy necessitates public properties, activities and services should be subject to a fiscally sound and
adequately regulated insurance program; and therefore be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the financial condition and regulation of self-
insurance pools created and operated by and on behalf of West
Virginia political subdivisions; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the Regular Session of the Legislature, 2010, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the Legislative expenses necessary to
conduct this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
