HOUSE CONCURRENT RESOLUTION NO. 69

Requesting the Joint Committee on Government and Finance to study
the closing times of establishments licensed to sell alcoholic
beverages for consumption on the premises in West Virginia.
Whereas, The Legislature recognizes that the state Alcohol
Beverage Control Commission has authority to set the closing time
of such establishments; and
Whereas, The closing times for similar establishments in the
five contiguous states surrounding West Virginia are, in many
cases, different; and
Whereas, The difference in operating hours may negatively
affect establishments and citizens in West Virginia; therefore, be
it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the closing times of establishments licensed to
sell alcoholic beverages for consumption on the premises in West
Virginia
; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2008, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
