A BILL to amend chapter 64 of the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated article 11, relating to authorizing the Bureau of Employment Programs to promulgate a legislative rule relating to prohibiting agencies from granting, issuing or renewing approval documents with employing units in default with the bureau.

Be it enacted by the Legislature of West Virginia:
That chapter 64 of the Code of West Virginia, 1931, as amended, be amended by adding thereto a new article, designated article 11, to read as follows:
ARTICLE 11. AUTHORIZATION FOR BUREAU OF EMPLOYMENT PROGRAMS TO PROMULGATE

LEGISLATIVE RULES.
§64-11-1. Bureau of Employment Programs.
The legislative rule filed in the state register on the twenty-sixth day of July, two thousand six, authorized under the authority of section six, article two, chapter twenty-one-A, of this code, modified by the Bureau of Employment Programs to meet the objections of the legislative rule-making review committee and refiled in the state register on the twelfth day of January, two thousand seven, relating to the Bureau of Employment Programs (rules that prohibit agencies from granting, issuing or renewing approval documents with employing units in default with the Bureau of Employment Programs, 96 CSR 1), is authorized.

NOTE: The purpose of this bill is to authorize the Bureau of Employment Programs to promulgate a legislative rule relating to Prohibiting Agencies from Granting, Issuing or Renewing Approval Documents with Employing Units in Default with the Bureau.
