A BILL to amend the code of West Virginia, 1931, as amended, by
adding thereto a new section, designated
§18A-4-5e
, relating
to teacher's locality pay based on
the annual increase in the
consumer price index as published by the United States
department of labor.
Be it enacted by the Legislature of West Virginia:
That the code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18A-4-5e, to read as
follows:
ARTICLE 4. SALARIES, WAGES AND OTHER BENEFITS.
§18A-4-5e. Teachers locality pay; average cost-of-living increase.
Effective the first day of July, two thousand six, teachers
shall receive salaries based upon
the annual increase in the
consumer price index as published by the United States department
of labor
indicating the cost of living for the state of West Virginia and the county in which the teacher is employed. The
state board of education shall determine the annual increase in the
cost-of-living for the state of West Virginia and for each county
of the state for the year two thousand four. Each county above the
average cost-of-living increase for the state shall adjust
teacher's salaries upward to reflect the increase by the percentage
that the cost-of-living of the county exceeds the cost-of-living
increase for the state: Provided, That if there is a decrease in
the cost-of-living for a county when compared with the cost of
living for the state, no adjustment may be made that would decrease
the salaries of teachers in that county.
Increases in teacher's salaries based upon cost-of-living
increases shall be phased in over a period of three years, with one
third of each such increase beginning the first day of July, two
thousand six, two thirds of the increase beginning the first day of
July, two thousand seven and one hundred percent of the increase
beginning the first day of July, two thousand eight.
NOTE: The purpose of this bill is to provide for
teacher's
locality pay based on
the annual increase or decrease of
cost-of-living in the consumer price index as published by the
United States department of labor for the State as compared with
the cost-of-living increase (or decrease) in each county.
