Senate Bill 430

By Senators Facemire and Blair

[Originating in the Committee on Finance; Reported on January 30, 2018]

A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18B-3C-16, relating to encouraging collaborative agreements between community and technical colleges and federally registered apprenticeship programs.

Be it enacted by the Legislature of West Virginia:

ARTICLE 3C. COMMUNITY AND TECHNICAL COLLEGE SYSTEM.

§18B-3C-16. Encouragement of collaborative agreements between community and technical colleges and federally registered apprenticeship programs.

(a) The Legislature finds that apprenticeship programs in the skilled trades provide a valuable educational supplement to the curricula offered by community and technical colleges.  Accordingly, the Legislature hereby encourages, but is not requiring, community and technical colleges to enter into collaborative agreements with federally registered apprenticeship programs, which are registered with the United States Department of Labor.

 (b) On or before January 1 of each year, the council shall provide to the Legislature and the Governor a report regarding the collaborative agreements between community and technical colleges and federally registered apprenticeship programs.  The report should identify those community and technical colleges that have entered into a collaborative agreement with a federally registered apprenticeship program, the number of students participating in such apprenticeship programs, the number of students employed in a relevant field of study subsequent to completing an apprenticeship program through the community and technical college, and the average compensation, including wages and benefits, of the students employed in a relevant field of study subsequent to completion of the apprenticeship program through a community and technical college.

NOTE: The purpose of this bill is to encourage collaborative agreements between community and technical colleges and federally registered apprenticeship programs.

Strike-throughs indicate language that would be stricken from a heading or the present law and underscoring indicates new language that would be added.
