Senate Bill 513

By Senators Romano, Facemire, Jeffries, Miller, Ojeda and Stollings

[Introduced March 3, 2017; Referred
to the Committee on Finance]

A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §5-5-2a, relating to increasing pay to state employees over a two-year period.

Be it enacted by the Legislature of West Virginia:

That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §5-5-2a, to read as follows:

ARTICLE 5.  SALARY INCREASE FOR STATE EMPLOYEES.

§5-5-2a.  Graduated salary increase for state employees beginning in 2017.

The Legislature finds that it is in the best interest of the state to pay employees a competitive salary. Therefore, the following adjustments to state employee salaries shall be made:

(1) As an additional supplement to other salary increases provided by this article and in addition to any amounts prescribed in the applicable state minimum salary schedule, effective July 1, 2017, each eligible state employee shall receive an additional salary increase of $1,000.

(2) As an additional supplement to other salary increases provided by this article and in addition to any amounts prescribed in the applicable state minimum salary schedule, effective July 1, 2018, each eligible state employee shall receive an additional salary increase of $1,000.

NOTE: The purpose of this bill is to provide graduated increases to state employee salaries over the next two years so that after two years state employees receive a salary that is $2,000 greater than their current salary.

Strike-throughs indicate language that would be stricken from a heading or the present law and underscoring indicates new language that would be added.
