A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18C-7-9, relating to
the PROMISE Scholarship Summer Internship Program.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18C-7-9, to read as
follows:
ARTICLE 7. WEST VIRGINIA PROVIDING REAL OPPORTUNITIES FOR
MAXIMIZING IN-STATE STUDENT EXCELLENCE SCHOLARSHIP
PROGRAM.
§
18C-7-9. Promise Scholarship Summer Internship Program.
(a) Beginning the first day of July, two thousand eight, each
Promise Scholar will be required
to register at a Workforce West
Virginia Center as a Promise Scholar.
(b) The Governor's office will recruit businesses, government agencies, nongovernment agencies, and nonprofit organizations
state-wide to participate in the Promise Scholars Summer Internship
Program, by providing meaningful paid summer internships for
Promise Scholars.
(c) Local businesses, government agencies, nongovernment
agencies, and nonprofit organizations shall register with the local
Workforce West Virginia One Stop Center as a Promise Scholars
Summer Internship Partner and will supply the One Stop Center with
a job description for the internships they have available.
(d) The local One Stop will host job fairs for local
businesses to meet and interview Promise Scholar Interns for summer
employment.
(e) State colleges will use their Career Planning Placement
Centers to prepare the Promise Scholars for interviews and also
host campus interviews for companies to interview Promise Scholars.
(f) The Governor's Workforce Investment Division (GWID) will
prepare a standard performance evaluation format to be used by all
participating business partners to evaluate the Promise Scholar's
work performance, and forward the evaluations to the local One Stop
who will in turn forward copies to the respective College Career
Planning and Placement Office in order to track the students'
performance.
(g) Local One Stop Centers will evaluate the performance
evaluations and provide a summary of their analysis to the State GWID Office who will in turn provide a state-wide summary report
for the Governor on the work performance of the Promise Scholars as
evaluated by the employers.
(h) GWID will also provide the following services for the
Promise Scholar Summer Internship Program:
(1) Sponsor a fall and spring career fair for all Promise
Scholars who are seniors;
(2) Provide a report to the respective colleges as to how
their students are being prepared for the world of work per
feedback from the business community;
(3) Keep records of job offers made to Promise Scholars, and
forward that information to the State GWID to compile a report for
the Governor.
NOTE: The purpose of this bill is to create the Promise
Scholar Summer Internship Program.
