SENATE CONCURRENT RESOLUTION 17

Requesting the Division of Highways name bridge number 23-007/00-000.78  (23A370), (37.9747, -81.98155), locally known as New Garrett Fork Box Beam, carrying CR 07 over GARRETT FORK in Logan County, the "U. S. Navy HT2 Phillip Joseph 'P.J.' Hainer Memorial Bridge".

Whereas, Phillip Joseph "P.J." Hainer, was born on January 12, 1975, to Harley and Euvalee (Mullins) Hainer of Chapmanville, in Logan County, West Virginia; and

Whereas, Hull Maintenance Technician 2nd Class Phillip Joseph "P.J." Hainer graduated from Chapmanville High School in 1993 and then joined the United States Navy where he served as a Hull Maintenance Technician and Advanced Non-Nuclear Welder. He was awarded the National Defense Service Medal, Armed Forces Expeditionary Medal, Navy "E" Ribbon, Meritorious Unit Commendation, and Armed Forces Service Medal. He was stationed in Norfolk, Virginia, and his last duty assignment was aboard the USS Theodore Roosevelt, CVN-71; and

Whereas, After his Naval service, Hull Maintenance Technician 2nd Class Phillip Joseph "P.J." Hainer worked as a pipefitter, a welder, and fabricator, and as a residential builder and contractor. He most recently served as a Purchasing Manager for Mungo Homes in South Carolina; and

Whereas, Hull Maintenance Technician 2nd Class Phillip Joseph "P.J." Hainer has been described by others as a person who always made time to help others, was a loved and loving family man, and a problem solver. He was a quiet, steady man of honor and integrity who was always willing to lend a hand to family and friends. The world has lost a truly humble, decent, and caring man who will be missed by all who knew him; and

Whereas, Hull Maintenance Technician 2nd Class Phillip Joseph "P.J." Hainer is survived by his loving wife Jeannie (Sechler) Hainer with whom he built a life in Longs, South Carolina. He is also survived by his parents, Harley and Euvalee Hainer, of Chapmanville, West Virginia; his brother Victor Keith Hainer (Christy) of Bridgeport, West Virginia; his sister Stephanie Hainer Ojeda (Daniel) of Charleston, West Virginia; and many nieces and nephews who adore their uncle; and

Whereas, It is fitting that an enduring memorial be established to commemorate U.S. Navy HT2 Phillip Joseph "P.J." Hainer and his contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name bridge number 23-007/00-000.78 (23A370), (37.9747, -81.98155), locally known as New Garrett Fork Box Beam, carrying CR 07 over Garrett Fork in Logan County, the "U. S. Navy HT2 Phillip Joseph 'P.J.' Hainer Memorial Bridge"; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U. S. Navy HT2 Phillip Joseph 'P.J.' Hainer Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the Senate is hereby directed forward a copy of this resolution to the Commissioner of the Division of Highways.
