SENATE CONCURRENT RESOLUTION NO. 28

Requesting the State Board of Education establish a position within
the Department of Education to coordinate, oversee and
advocate school libraries.
Whereas, Well-stocked, professionally staffed libraries
contribute to improved student achievement on standardized tests;
and
Whereas,
Although public libraries are available to school-age
children during the evening and on weekends, public librarians
cannot collaborate with all of the teachers in the areas that they
serve to develop collections that support the curriculum; and
Whereas,
The number of librarian positions is lacking in
elementary schools and
46 percent of the state's schools do not
employ a library media specialist
; and
Whereas,
Currently,
there is no one at the Department of
Education who is assigned responsibility for school libraries;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the State Board of
Education establish a position within the Department of Education
to coordinate, oversee and advocate school libraries; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the State Board of
Education.
