A Webster Springs native, former Marine and retired educator, Delegate Talbott was first elected to the House in 1992 and 1994, then returned to serve from 2002 to 2012. He had served as chairs of the Constitutional Revision and Natural Resources committees, among many other committee appointments over the years. |
