A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new article, designated §5B-1B-1 and
§5B-1B-2,
all relating to establishing a permanent statewide
trail plan coordinator.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new article, designated §5B-1B-1 and §5B-1B-2,
all
to read as follows:
ARTICLE 1B. WEST VIRGINIA STATEWIDE TRAIL PLAN COORDINATOR.
§5B-1B-1. Legislative findings.
The Legislature finds that:
(a) The West Virginia trails coalition informally acts as the
statewide trail plan coordinator, and has established a state
trails plan;
(b) Since the state trails plan is, for the most part, a plan
to increase coordination among existing entities and agencies, little money is needed to implement the plan;
(c) The state trails plan will have a positive impact on the
economy of the State;
(d) The West Virginia trails coalition can only act as the
statewide trail plan coordinator in a temporary capacity because
its funding is uncertain; and
(e) A permanent statewide trail plan coordinator is needed to
permanently direct implementation of the state trails plan.
§5B-1B-2. Designation of a statewide trail plan coordinator;
duties.
The Nick J. Rahall Appalachian Transportation Institute shall
be the permanent statewide trail plan coordinator. The statewide
trail plan coordinator shall assume the duties of implementing the
state trails plan, and acting as an advocate for the plan.
NOTE: The purpose of this bill is to establish a permanent
statewide trail plan coordinator.
