A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §1-2-2a, relating to requiring the election by divisions in House of Delegate districts that have two or more delegates.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §1-2-2a, to read as follows:
ARTICLE 2. APPORTIONMENT OF REPRESENTATION.
§1-2-2a. Divisions for multi-member delegate districts.
Beginning with the 2018 elections, in every delegate district having two or more delegates there are numbered divisions corresponding to the number of delegates in each district. Each delegate shall be elected at large from the entire district. In each numbered division of a delegate district, the candidates for nomination or election shall be voted upon and the votes cast for the candidates in each division shall be tallied separately from the votes cast for candidates in other numbered divisions within the district. The candidate receiving the highest number of the votes cast within a numbered division is nominated or elected, as the case may be.
NOTE: This purpose of this bill is to require the election by divisions in House of Delegate districts that have two or more delegates.
