A BILL to amend the code of West Virginia, 1931, as amended, by adding thereto a new section, designated §5A-4-7, relating to granting the department of administration rule-making authority to regulate access to state-owned facilities.

Be it enacted by the Legislature of West Virginia:
That the code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §5A-4-7, to read as follows:
ARTICLE 4. GENERAL SERVICES DIVISION.

§5A-4-7. Department authority to promulgate rules regulating activities and access at state-owned facilities.

The department of administration shall promulgate legislative rules pursuant to article three, chapter twenty-nine-a of this code establishing requirements and limitations for public access to state government facilities. The initial filing of this rule may be as an emergency legislative rule.
