A BILL to amend and reenact section three-a, article two-a, chapter twenty-nine of the Code of West Virginia, one thousand nine hundred thirty-one, as amended, relating to the authority of the aeronautics commissioner to expend funds.

Be it enacted by the Legislature of West Virginia:
That section three-a, article two-a, chapter twenty-nine of the Code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended and reenacted, to read as follows:
§29-2A-3a. Expenses of civil air patrol; commission may expend funds pursuant to rules.

The commission, in addition to all other powers and functions authorized by law, is hereby authorized and empowered to expend state funds (1) for educational purposes, including, but not limited to the purchase of civil air patrol aviation education training aid books, materials and equipment; (2) to defray maintenance, repair and replacement costs of civil air patrol aircraft; (3) to purchase and obtain supplies and equipment for the civil air patrol; and (4) to maintain the communications network for the civil air patrol.
No expenditure of state funds for any such purposes may be made unless the purchase order is first approved by the commission in accordance with the commission's rules and regulations relating thereto.
