A BILL to amend the Code
of West Virginia, 1931, as amended, by adding thereto a new section, designated
§5B-1-9, relating to establishing a website clearinghouse for sharing
information about potential sources of revenue, financial, technical and legal
assistance for government agencies; requiring state agencies to provide
information based upon the experience and knowledge of the agency; and
authorizing rule-making to facilitate and clarify the process for submitting
information.
Be it enacted by the
Legislature of West Virginia:
That the Code of West
Virginia, 1931, be amended, by adding thereto a new section, designated §5B-1-9,
to read as follows:
ARTICLE 1. DEPARTMENT OF
COMMERCE.
§5B-1-9.
Intergovernmental information clearinghouse.
(a) The Department of
Commerce shall develop and maintain a central information clearinghouse in the
form of a website, available to all subdivisions of state government and of county
and municipal governments of this state, listing public and private programs
that offer or provide revenue, financial, technical and legal assistance for
agencies of state and local government.
(b) Each agency of state
government shall periodically provide the Secretary of Commerce with basic
information about the programs, agencies, organizations and businesses with
which the agency works or has worked that offer or provide revenue, financial,
technical and legal assistance for agencies of state and local government.
(c) The Secretary of
Commerce may promulgate procedural rules and forms, both written and electronic
and may propose rules for legislative approval, in accordance with the
provisions of article three, chapter twenty-nine-a of the code, to specify
nature of information to be submitted by state agencies and the form and manner
in which it is to be submitted.
NOTE: The purpose of this bill is
to establish an intergovernmental clearinghouse to share information among
agencies of state and local government regarding potential sources of revenue
and technical and legal assistance for government agencies.
