A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18-2-7d, relating to
education; and requiring elementary students to have access to
a certified library media specialist, art specialist, music
specialist and physical education specialist at least twice a
week.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18-2-7d, to read as
follows:
ARTICLE 2. STATE BOARD OF EDUCATION.
§18-2-7d. Certified specialist access.
The West Virginia Board of Education shall, with the advice of
the State Superintendent, prescribe a program for elementary
schools requiring that, not less than twice a week for an equal amount of time, the students have access to each of the following:
a certified library media specialist, art specialist, music
specialist and physical education specialist. The access must be
for a minimum of sixty minutes weekly. Increasing sessions with
these specialists may not add to the responsibilities of the
regular classroom teachers.
NOTE: The purpose of this bill is to require elementary
students to have access to a certified library media specialist,
art specialist, music specialist and physical education specialist
at least twice a week.
§18-2-7d is new; therefore, it has been completely
underscored.
