Requesting the Joint Committee on Government and Finance study all benefits of state employees to determine which benefits, if any, may be refused by an employee in exchange for a cash equivalent.
Whereas, Finding eligible employees for employment by the State of West Virginia and its various spending units authorized to hire employees is often discouraged by the competition from the public sector because of the disparity in salaries that may be paid; and
Whereas, There may be a procedure to offer increased pay to state employees if there are benefits that may, in effect, be exchanged for a regular cash equivalent; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study all benefits of state employees; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2024, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
