SENATE CONCURRENT RESOLUTION NO. 47

Requesting the Joint Committee on Government and Finance study the
economic impact of state and federal prevailing wage laws in
West Virginia.
Whereas, The Legislature desires to provide the citizens of
this state with a sustainable working wage whilemaximizing the
economic and financial returns from state expenditures; and
Whereas, A need exists
to analyze the benefits and costs
associated with the mandates of various prevailing wage laws,
including the prevailing wage laws of this state, as well as
federal laws such as the Davis-Bacon Act; and
Whereas, The Legislature needs to examine the effect of these
laws on development opportunities, taxpayer spending and potential
taxpayer savings; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the economic impact of state and federal
prevailing wage laws in West Virginia; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2010, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
