Requesting the Joint Committee on Government and Finance to conduct
a study on the stocking of Bass in the Ohio River.

HEREAS
, Sport fishing in West Virginia is a valuable
recreation activity, promoting tourism destinations throughout West
Virginia; and
W
HEREAS
,
Sport fishing contributes to the economy of West
Virginia, supporting businesses; and
W
HERE
AS
,
Through fishing licenses, sport fishing contributes to
the conservation measures which aid the state in the protection of
wildlife and habitat for the enjoyment of all citizens of West
Virginia;
and
W
HEREAS,
Stocking of commercial fish in the rivers of West
Virginia has the potential to further enhance the recreational
experience of citizens and persons visiting West Virginia; and
W
HEREAS
, Stocking fish at certain times of habitat stress may
help maintain population levels necessary for a vibrant fishing
industry; and
W
HEREAS
, Natural disasters, such as flooding and commercial operations, such as dredging, may adversely effect fish populations
which stocking may aid in maintaining population stability; and
W
HEREAS
, The Division of Natural Resources is committed to
adopting scientifically sound methodology for stocking fish,
maintaining sustainable population levels through stocking and
monitoring the effectiveness of stocking fish; and
W
HEREAS
, The Legislature would like to explore the initiatives
being proposed by citizens and state agencies alike, to promote
fishing by stocking fish, maintaining habitats and game fish
populations, allowing West Virginia to expand its appeal as a
tourism destination, enhancing the economy of the state and those
actions necessary to carry out these policy initiatives; therefore
be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to conduct a study on the stocking of Bass in the Ohio
River
; and, be it
Further Resolved, That the Legislature, Governor, Division of
Natural Resources, Division of Environmental Protection, Tourism
Commission, Bureau for Public Health and other state agencies and
institutions work collaboratively in the feasibility assessment,
promotion of and implementation of a Bass stocking program for the
Ohio River; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2006, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
