A BILL to amend the Code
of West Virginia, 1931, as amended, by adding thereto a new section, designated
§29-6-29, relating to allowing state employees to take paid leave to attend
parent-teacher conferences for their children.
Be it enacted by the
Legislature of West Virginia:
That the Code of West
Virginia, 1931, as amended, be amended by adding thereto a new section,
designated §29-6-29, to
read as follows:
ARTICLE 6. CIVIL SERVICE SYSTEM.
§29-6-29. Paid leave for child's education.
(a) Beginning July 1, 2017,
employees covered under this article are eligible each year to use not more
than four hours of paid leave during normal work hours to attend either:
(1) A mutually-scheduled
parent-teacher conference for the employee's child attending a public or private
school in grades kindergarten through twelve; or
(2) A mutually-scheduled
parent caregiver conference for the employee's preschool-aged child attending a licensed group
child care center.
(b) The employee may
take paid leave for no more than two mutually-scheduled conferences per child
each year. Travel time may be included
in the four hours of paid leave permitted each year.
(c) The time taken is
not to be credited against an employee's
annual or sick leave benefits if the employee makes a reasonable, good-faith
effort to schedule the time off so as to not unduly interfere with the
operations of the work unit or require the applicable agency to incur
additional human resources or overtime costs.
NOTE: The purpose of this bill is
to allow state employees to take paid leave to attend parent-teacher
conferences for their children.
