A BILL amend and reenact §30-7B-2 of the Code of West Virginia,
1931, as amended; and to amend said code by adding thereto a
new section, designated §30-7B-10, all relating to certified
professional midwives; and requiring the reporting of
specified information.
Be it enacted by the Legislature of West Virginia:
That §30-7B-2 of the Code of West Virginia, 1931, as amended,
be amended and reenacted and that said code be amended by adding
thereto a new section, designated §30-7B-10, all to read as
follows:
ARTICLE 7B. CENTER FOR NURSING.
§30-7B-2. Definitions.
(a) "Board" means the board of directors for the West Virginia
Center for Nursing.
(b) "Center" means the West Virginia Center for Nursing.
(c) "Certified professional midwife" means a person who has
met the standards for certification and is certified by the North
American Registry of Midwives.
(c) (d) "Direct patient care" as used in this article, means
health care that provides for the physical, emotional, diagnostic
or rehabilitative needs of a patient, or health care that involves
examination, treatment or preparation for diagnostic tests or
procedures.
§30-7B-10. Certified professional midwife reports.
_____A certified professional midwife shall report to the center
annually in a manner and form prescribed by the center. The report
shall be submitted by January 31 of each year and shall include all
of the following:
_____(1) The certified professional midwife's name;
_____(2) The calendar year being reported;
_____(3) The total number of clients served;
_____(4) The total number and county of live births attended as a
primary caregiver;
_____(5) The total number and county of stillbirths attended as a
primary caregiver;
_____(6) The number of patients whose primary care was transferred
to another health care provider during the antepartum period and
the reason for each transfer;
_____(7) The number, reason and outcome for each elective hospital transfer;
_____(8) The number, reason and outcome for each emergency
transport of an expectant mother prior to labor;
_____(9) A brief description of any complications resulting in the
mortality of a mother or an infant; and
_____(10) Any other information prescribed by the center through
legislative rule.
NOTE: The purpose of this bill is to require certified
professional midwives to report certain information to the Center
for Nursing.
