HOUSE CONCURRENT RESOLUTION 64

Requesting the Division of Highways name a portion of I-64 in Kanawha County, including bridges number 20-064-20A779), locally known as I-64 Bridge Eastbound at Institute, carrying I-64 over the I-64 Interchange over on-ramps C and D in Kanawha County, and bridge number 20-064-20A782, locally known as I-64 Bridge Westbound at Institute, carrying I-64 over the I-64 Interchange over on-ramps C and D in Kanawha County, the “U. S. Army Air Corps PVT-II Charles A. White Memorial Road”.

Whereas, Charles A. White was born in Institute, West Virginia; and

Whereas, Charles A. White is a graduate of West Virginia State University, where he also served as Assistant Comptroller; and

Whereas, Private Charles A. White enlisted in the Army Air Corps on July 6, 1946; and

Whereas, served in the Army Air Corps as a PVT-II where he became a Tuskeegee Airman and received an honorable discharge at the conclusions of the war; and

Whereas, after he was discharged from the Army, PVT-II White completed his education at West Virginia State University, where he later worked as the Assistant Comptroller, became a business owner in Institute, and was both a community volunteer and leader, working as a business consultant for several business and he still owned businesses in Institute that included a gas station and rental units until his death in October 2022; and

Whereas, It is fitting that an enduring memorial be established to commemorate PVT-II Charles A. White and his contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name a portion of I-64, in Kanawha County, the “U. S. Army Air Corps Private Charles A. White Memorial Road”; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs at both ends identifying the portion of road as the “U. S. Army Air Corps Private Charles A. White Memorial Road”; and, be it

Further Resolved, That the Clerk of the House is hereby directed forward a copy of this resolution to the Commissioner of the Division of Highways.
