A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §30-1-22, relating to prohibiting state licensing boards from hiring lobbyists; and declaring that the director and appointed board members of each board may lobby on behalf of the board.

Be it enacted by the Legislature of West Virginia:

ARTICLE 1. GENERAL PROVISIONS APPLICABLE TO ALL STATE BOARDS OF EXAMINATION OR REGISTRATION REFERRED TO IN CHAPTER.


§30-1-22. Lobbying.

No board may employ or contract with any person whose job functions or obligations include lobbying on behalf of the board: Provided, That the director and appointed board members may lobby on behalf of the board.

 

NOTE: The purpose of this bill is to prohibit state agencies from hiring lobbyists and declaring that the executive director of each state agency to have exclusive, nondelegable authority to lobby on behalf of the state agency.
