HOUSE CONCURRENT RESOLUTION NO. 62

Requesting that the Joint Committee on Government and Finance
authorize the study of the creation of art, entertainment and
enterprise districts within political subdivisions.
WHEREAS, From our rich Appalachia heritage to our contemporary
customs, West Virginians have traditionally used art as a means of
expression; and
WHEREAS, Artisan centers, galleries, and fairs and festivals
highlighting West Virginia arts, crafts and performances have grown
in popularity, not just for native West Virginians, but also for
visitors to our state; and
WHEREAS, There is a need for the expanded support of the arts
in West Virginia, and we should continue to promote cultural
tourism in West Virginia; and
WHEREAS, Resources directed at artistic conglomerates which enhance and contribute to the educational, artistic and cultural
welfare of our citizens constitute a real investment in the future
of our state; and
WHEREAS, If we offer financial incentives, then artists in our
state would be encouraged to come together to form districts
dedicated to the visual and performing arts within our cities and
counties;
WHEREAS, The creation of art, entertainment and enterprise
districts would expand market opportunities, training and
educational resources for West Virginia artists and artisans; and
therefore be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the creation of art, entertainment and
enterprise districts within political subdivisions; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the Regular Session of the Legislature, 2010, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the Legislative expenses necessary to
conduct this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
