A BILL to amend article three, chapter eighteen of the code of
West Virginia, one thousand nine hundred thirty-one, as
amended, by adding thereto a new section, designated section
twelve, relating to education; and requiring all persons
employed in administration by the state department of
education, regional education service agency and county
boards of education to substitute in a school that is below
the fiftieth percentile on the statewide standardized test.
Be it enacted by the Legislature of West Virginia:
That article three, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twelve, to read as follows:
ARTICLE 3. STATE SUPERINTENDENT OF SCHOOLS.
§18-3-12. Substitute teaching by state department of education,
employees of RESA and county boards.
Each administrative employee of the state department of
education, regional education service agency (RESA) and county
board of education shall substitute teach three days every school
year in a school that is below the fiftieth percentile on the
statewide standardized test.
NOTE: The purpose of this bill is to require substitute
teaching by State Department of Education, RESA and county board
administrative employees in those schools that are below the 50th
percentile on the statewide standardized test.
